Cook the filling: Heat a skillet over medium heat. Add ground beef, onion, and garlic. Cook until browned, breaking it up as it cooks. Stir in tomato paste, Worcestershire sauce, paprika, salt, pepper, and mixed vegetables. Cook 3–4 minutes until well combined.
Assemble: Spoon the meat mixture into an air fryer-safe baking dish. Spread mashed potatoes evenly on top. Brush with olive oil or butter for a golden crust.
Air fry: Place the dish in your air fryer at 375°F (190°C) and cook 10–12 minutes, or until the top is golden and slightly crisp.
Serve: Let cool a few minutes before serving. Add a sprinkle of fresh parsley if you like.
